Migration is one of the most salient and complex policy fields of our time. At the centre of any migration policy are people, on the move, in host countries and places of origin. With the Migration Partnership Facility (MPF) the European Union funds a major initiative aimed at improving collaboration between member states and external partner countries as well as trialling different approaches to handling migration challenges, from integration of migrants in host societies and sector specific labour migration to addressing the challenges of illegal migration including trafficking.
The MPF is implemented for the EU by the International Centre for Migration Policy Development ICMPD.
As part of a Blomeyer & Sanz team Michael Hammer leads the facility level evaluations for the MPF phases from 2022 to 2027. This involves aggregating inputs from a wide and diverse portfolio of projects, developing a robust and shared Theory of Change, and distilling learnings from the facility ways of working for impact and organisational development. Michael co-designs and coordinates the overall methodology for the evaluation implemented by an international six partner consortium.
